THE CONSTITUTION OF Ubulu-Uku Union 1.
TITLE The union shall be known as “Ubulu-Uku Union” and shall hereafter be referred to as Ubulu-Uku Union. 2.
CODE The code of the Union shall be Ubulu-Uku union. 3.
MOTTO The motto of the Union shall be “UNITY. LOYALTY AND SERVICE TO FATHERLAND”. The salutation shall be “IGANISHU UBULU” and the reply to this shall be “AKA ANYI KA ODI” or “AKA CHUKWU KA ODI”. 4.
AIM AND OBJECTIVE The Union shall aspire to fulfill
the following AIMS AND OBJECTIVES. a. To promote the spirit of brotherhood and self help b. To effect settlement of any disputes between any members of families whenever possible. c. To promote and encourage our cultural heritage amongst our children. d. To help members as much as possible in any domestic problems presented by a member. e. To meet monthly, the last Saturday of each month, at pre arranged venue. f. To work towards the development of our fatherland. 5.
MEMBERSHIP a. Membership of the union is open to all Ubulu-Uku Citizens, their sons and daughters 18 years and over, and spouses of members. b.
DEFINITION OF A FINANCIAL MEMBER Any member up to date with his/her dues and levy is a financial member. Any member owing up to £20.00 (4 months/subscription) ceases to be a financial member. c. For any member to qualify for any benefit he/she shall be with the union for not less than 6 months. 6. ADMISSION a. Admission is free to all eligible persons. All such persons must register within six months from the time of arrival in London if the persons stay is intended to be for as long as possible. A registration fee of £10.00 is paid by the new member. Failure to register will attract a fine and also any arrears/dues and levies in force during the period concerned. b.
RE-ADMISSION If any member is in arrears of six months subscription and levy, he/she shall forfeit all privileges and benefits of the union. On re-admission he/she shall pay all the arrears of monthly dues and any levy before he/she is accepted by the union. 7.
SUBSCRIPTIONS AND FUNDS The source of funds for the up-keep, maintenance, and the implementation of Ubulu-Uku union programs shall be in the following ways: a. Monthly subscription of £5 for every member. b. Levy. c. Public appeal for donation, Ubulu-Uku union may organise social functions for the purpose of raising funds. d. Levy may be imposed on al members and individual citizens whenever the occasion arises by a unanimous decision at the general meeting. All money collected must reach the Treasurer not later than one month of the receipt. 8.
BANK The Ubulu-Uku union shall open a deposit account in a bank or building society. The trustees of the account shall be the Chairman, the Treasurer and the Secretary. All money collected shall be paid into the bank or building society account. 9. EXECUTIVE COMMITTEE a. The executive committee of Ubulu-Uku union shall consist of all elected officers. It shall have powers to co-opt other members as necessary. b. It shall have powers to act for and on behalf of the union at all times. c. In all cases except in emergency all proposals by the executive committee shall be presented to the general meeting for formal approval. d.
All withdrawals from the bank shall be authorised by the
executive committee, in emergency, or by general meeting under normal
conditions. 10.
DISSOLUTION OF THE HOUSE AND ELECTION OF
OFFICERS a. The house shall be dissolved at the expiration of three years term of office by a formal motion and a fresh election of officers shall be conducted immediately at the general meeting. b. For the purpose of election or by-election a returning officer will be nominated and selected formally. c. The general election of officers shall take place every three years. The election of officers shall take place every three years. The election shall be conducted by one of the following methods. (a) Secret ballot (ii) Show of hands (iii) Division d. The retiring officers shall be eligible for election. The Executive committee shall fill vacancy by by-election in the event of vacancy occurring during their term of office. Any such elected officer shall retire when the existing term of office ends. e. Qualification of eligibility for office shall be 2 years of continuous financial membership. 11.RETURN OF UDA PROPERTIES A resigned, dismissed, suspended or retiring officer in possession of any property or money belonging to Ubulu-uku Union shall hand in such belonging to their successors or to the Chairman within seven days. 12. CONDUCT Members are expected to conduct themselves inside or outside the meeting in a manner that reflects credit to themselves, the union and their culture. To respect the authority of those who direct the affairs of the union, comply with the rules and regulation and to express their loyalty, by their rich cultural heritage. 13. DISCIPLINE a. The Union shall have powers to impose such punishments as fines, suspension or expulsion on any offending member. b. Late comers are liable to a fine of £1.00 after 6.30pm c. Absentees are liable to a fine of £2+ monthly dues. d. All Ubulu-uku members are advised to avoid attending/holding any functions (PARTIES) during the day and time of our monthly meetings. Failure to observe this rule will attract a fine. e. Fines imposed by the union are payable immediately or in any case not later than three months. f. No appeal against fines shall be entertained until the fine has been paid if the appeal is successful the fine may be refunded. g. A defaulter who refuses to abide by the disciplinary action against him/her within one month and not later than two months shall be liable to a suspension for three months. If the defaulter continues after three months he or she shall be expelled from the union. h. An expelled or suspended member shall have no claims from the union and shall not be entitled to any of the benefits. i. Any member in arrears up to six months ceases to be a member and forfeits all privileges and benefits of the union. A suspended member on re-admission shall pay all the arrears of monthly dues and any levy in force during his or her period of suspension. If a member is absent for any length of time from the country, on arrival the member shall pay all the arrears and levy during such absence. j. No member shall in any circumstances whatsoever take any legal action against another member without first bringing the matter before the union. It shall be the duty of the union to hold an inquiry into all complaints between members without delay and to use all its influence to effect an amicable settlement of the dispute, also no member shall take any legal action against the union. Welfare Benefits for Full Financial
Members 16. Benefits to financially qualified member take effect only from the day of announcement of the event to the union he/she shall be entitled to the following- MARRIAGE a.
In the event of a financial member getting married and
the union is invited, it is mandatory that all members shall
attend the wedding on the day. Financial support shall be allocated to
the member. The house will decide what help shall be rendered
with regards to cooking food ie. Should
the member request this. b. BIRTHS: Welfare to visit with congratulatory card and a financial assistance. c.
SICKNESS: When advised that a
member is ill at HOME a “GET WELL CARD” shall be sent and
welfare shall also visit the member, no financial assistance. In hospital If a financial member is admitted in hospital and we are informed while still in hospital, a welfare/members shall visit, and a financial support plus a Get Well Card shall be given to the member. d.
ANNIVERSARIES Wedding anniversaries of members should be recognised only once. Whenever the union is invited to a party to mark such anniversaries, all members shall attend and gift shall be given by the union. e. VISITORS FROM NIGERIA Any member of ubulu-uku union who attends our monthly meeting, shall be recognised and welcomed to our meeting. No gift/present f.
FINANCIAL HELP The union may render financial help to a financial member with no less that 2 years continuous membership on receipt of a written request from the member. This however depends on the availability of funds. The money when given shall be regarded as a loan. 17. BEREAVEMENT a. DEATH OF A MEMBER It is mandatory that every member shall meet at the member’s residence on hearing of the death. On the death of a financial member the union shall liaise with the family, all members shall meet at the bereaved home at an appointed date and time clarified by the union to give comfort and support. Money shall be given to purchase drinks, kola nuts for the comfort visit. The bereaved family of a financial member shall be given the sum of £2,500.00 as full entitlement and a financial assistance from the union (£1,250.00 from the union’s fund and the balance of £1,250.00 by levy). The sum of £100.00 is to be used towards refreshment for the wake keeping of the financial member. Welfare/volunteers to help the family morally with support in sorting out various problems that may arise. Please note that this money is subject to review by the union. It is mandatory that every member shall attend the wake keeping. b.
BEREAVEMENT OF THE FOLLOWING If a financial member is bereaved here or at home, Father / Mother/ Spouse / Child Brother / Sister, halfBrother / Sister, members shall visit the person soon as possible. Every member shall immediately co-ordinate the activity of informing the other members and the union will give financial support “for any of the following” Father/Mother/Spouse/Child = Financial support Brother/Sister, half Brother/Sister = Financial support Death of any other relation will not receive cash benefit, but will receive our condolence card. There will be wake keeping for only father and mother. It is recognised that some of us have parents, spouses and children still living elsewhere. They are our first lines of consideration. The Chairman, Secretary and Welfare Officers shall be informed immediately when a member receives such news. 18. DISABILITY The union may have the right to
exempt a member from paying his/her monthly dues, if they are satisfied that
the member is physically or mentally disabled and has been up to date with
his/her dues before disability. 19. MEMBERS
IN DIFFICULTIES Members in difficulties shall feel free to ask for advice counselling or help at all times. The union will agree the type of assistance that should be rendered depending on the gravity of the situation. 20. ANNUAL PARTY OF THE UNION A date to be decided either at the beginning or end of the year for the annually party of the union. The union to decide the size and type of accommodation/hall cost. 21. DONATIONS
TO OUTSIDE ORGANISATIONS The donations to outside organisations shall be discussed as and when an invitation is received. 22. RETIREMENT If a financial member decides to retire and go home, the member shall be given financial support, only to those members with over 10 years of continuous financial membership, shall qualify for the above.
